The Background Color:
The dark blue background is the navy's color, representing the Indonesian marine territory, which
the navy will defend from any sea threat and invasion.

The Emblem:
1. The Garuda Pancasila, the national coat-of-arms, is the Indonesian ideology, and the Navy emblem's main element.
2. The anchor represents the marine spirit and also the sailors' devotion to the Indonesian motherland.
3. The rope represents the unity of spirit of that binds together the whole Indonesian archipelago.
4. The rice (padi) represents the aspiration of national prosperity - sufficient amount of food.
5. Cotton between padi represents another aspiration of national prosperity - sufficient amount of cloth

The image in my source (Carr 1956) shows the motto on a scroll.
Any thoughts if that's a mistake in my source, or an older version?

Although I'm sure that my source is more recent, I can't guarantee my images are exact copies of the current military flags. The best way to ensure this (and also to ensure the map in the current air force flags) is to go to Jakarta, where there is a museum displaying armed forces exhibits, with a room devoted solely to displaying their flags. I'll go there someday and give you news of what I see.
